Local government staff with an interest or roles in privacy, AI, data governance, or technology and innovation are invited to attend this Privacy Awareness Week webinar.
Fresh off the back of a pilot of a new AI adoption safety tool (Deidentified), panellists will discuss the challenges and opportunities of balancing privacy and AI in delivering government services. Panellists will also discuss risk management, service delivery and regulator expectations around the use and management of AI.

Melanie Marks
Director of Privacy, Data & AI Governance – ctrl:cyber
Melanie is the Director of Privacy, Data & AI Governance at ctrl:cyber, where she advises organisations on enabling innovation while effectively managing privacy, data and AI risk. She currently leads an AI Adopt Centre funded by the Department of Industry & Science, helping organisations accelerate responsible AI adoption at scale.Melanie brings deep experience from senior roles leading privacy functions at Commonwealth Bank and the National eHealth Transition Authority. She has also contributed to the broader governance ecosystem through board and advisory roles with organisations including IAPP, Information Governance ANZ and Hello Sunday Morning, and serves as an expert advisor to LexisNexis.
Tim Bearup
Founder & CEO – Deidentified / Propelled Solutions
With nearly two decades of experience spanning local government leadership, community services and emerging technology, including senior roles at Frankston City Council and Kingston City Council, Tim brings a rare combination of deep public sector understanding and technical innovation to the challenge of AI privacy. He co-founded Deidentified, an AI Privacy Gateway purpose-built to help local governments embrace AI without compromising citizen privacy.Tim was appointed to the MAVLab AI Taskforce in 2025 to contribute to a roadmap for AI adoption across Victorian local governments. His focus is on making privacy protection practical, embedded and scalable so councils can move forward with AI confidently.

AI & Emerging Technologies Lead – Mornington Peninsula Shire Council
Justin leads emerging technology strategy and implementation at Mornington Peninsula Shire, where he has built the council's AI and emerging tech capability from the ground up, establishing governance frameworks, an active AI Pioneer Network, and operational AI tools across the organisation. With a background in digital transformation at Frankston City Council, he brings practical experience in bridging the gap between technical capability and organisational reality.Justin was appointed to the MAVLab AI Taskforce in 2025 to contribute to a roadmap for AI adoption across Victorian local governments. His focus is on making AI work in bounded, well-governed, human-in-the-loop contexts that deliver real outcomes for councils and communities.
Lisa Ippolito
AI Enablement Lead – Whitehorse City Council
Lisa is the AI Enablement lead at Whitehorse City Council, where she’s focused on making local government work smarter, faster, and more purposefully.With deep expertise in process improvement and digital transformation, she’s now applying that same mindset to the possibilities of AI. Lisa is driven to find practical, real-world applications that councils can trial, tailor, and embed.
Her approach is grounded in hands-on experimentation, strong collaboration and a firm belief that AI must be used responsibly, ethically and safely, while also being accessible and tailored to the needs of the public sector.
David Ryan
Chief Information Officer – Moorabool Shire Council
David is the Chief Information Officer at Moorabool Shire Council, where he provides strategic leadership across digital, technology, data and information services.With over two decades of senior ICT leadership spanning local government, human services, health and utilities, David held significant CIO roles at the Department of Human Services Victoria, two large regional digital health shared services representing 38 Victorian Health Services, and the large metropolitan Health Service Northern Health, he brings deep experience to local government in using technology to transform how organisations deliver services. Known for combining strategic thinking with a strong practical delivery focus. David brings a grounded perspective on how technology can improve staff experience, strengthen operations, and create better outcomes for communities.
His focus is on enabling innovation and the practical use of Artificial Intelligence while building resilient, fit-for-purpose digital platforms that support both staff and the communities they serve.
